The City of Ocean Springs, Mississippi will be accepting electronic or sealed bids for the following project:
DOWNTOWN SEWER SYSTEM REHABILITATION – LIFT STATIONS
Electronic or sealed Bids will be received at the office of the City Clerk of City of Ocean Springs, Mississippi
no later than 2:00 P.M. (local time) on Tuesday, December 10, 2024. All bids so received, which conform to the bidding requirements, will be publicly opened and read aloud at 3:00 P.M. (local time) on Tuesday, December 10, 2024 in the City Hall Board Room. Bids may be mailed to P.O. Box 1800, Ocean Springs, Mississippi 39566-1800, hand delivered to City Hall at 1018 Porter Avenue, Ocean Springs, Mississippi 39564, or submitted electronically.
The project includes the construction of two (2) new sewage lift stations complete, replacement of existing discharge force mains, replacement of gravity sewer influent lines, and associated work necessary for the complete installation and operation of the proposed lift stations.
Project Manuals may be examined in the office of the City Clerk at Ocean Springs City Hall, 1018 Porter Avenue, Ocean Springs, Mississippi, at the office of the Design Engineer, Overstreet and Associates PLLC, 161 Lameuse Street, Suite 203, Biloxi, Mississippi, or online at www.overstreetengplans.com or www.oceanspringsbids.com. Contractor documents may be obtained by contacting Plan House at 228-248-0181. A valid email address will be required for online registration. Sealed bids shall be submitted in a sealed envelope with the bidder’s name, address, date and time of the bid opening, and the words “BID FOR DOWNTOWN SEWER SYSTEM REHABILITATION – LIFT STATIONS” written on the exterior of the sealed bid envelope. The bidder’s Certificate of Responsibility number or a statement that the bid inside is less than $50,000.00 shall appear on the outside or exterior of the envelope or other packaging of such bids. Bid envelopes or other packaging that do not meet the afore mentioned labeling requirements shall not be opened or considered.
Electronic bids must be in “pdf” format and shall contain the same information and forms as required for paper bids. When submitting a bid electronically, the authorized signature shall be an electronic signature or handwritten in blue ink signature. In the event that an electronically submitted bid has a corrupt attachment, the bid will be considered null and void. When a bid is submitted electronically, the requirement for including a Certificate of Responsibility number or a statement that the bid enclosed does not exceed $50,000.00 on the exterior of the envelope shall be deemed in compliance by including the same information as an attachment with the electronic bid submittal.
Each bid must be submitted on the prescribed form and be accompanied by a certified check or bid bond executed on the prescribed form payable to the City of Ocean Springs in the amount not less than five percent (5%) of the amount bid.
The successful bidder will be required to furnish the necessary additional bond(s) for the faithful performance of the Contract as prescribed in the Contract Documents. All performance bonds, payment bonds and certificates of insurance shall be either executed by or countersigned by a licensed resident agent for the surety or insurance company having his place of business in the state of Mississippi and in all ways complying with the insurance laws of the State of Mississippi. Further, the said surety or insurance company shall be duly licensed and qualified to do business in the State of Mississippi.
Activity performed under this project may contain in whole or in part grant funding from the Mississippi Department of Environmental Quality / Mississippi Municipality and County Wastewater Infrastructure Grant (MCWI), provided through funds awarded to the State of Mississippi under the American Rescue Plan Act (ARPA). Any contract resulting from this solicitation will be subject to the terms and conditions of said funding award and all applicable terms and conditions in 2 C. F. R. Part 200 (including Appendix II to Part 200), and all other OMB circulars, executive orders or other federal laws or regulations, as applicable. The Mississippi Department of Environmental Quality, the United States, or any of its departments, agencies or employees is not and will not be a party to this solicitation or any resulting contract.
In order to perform public work, the successful bidder shall, as applicable, hold or obtain such Contractor’s and business license as required by Mississippi state statutes including certification of responsibility required by Section 31-3-21 to have a current Certificate of Responsibility issued by the Mississippi State Board of Public Contractors prior to bidding on the project.
Before a Contract will be awarded for the work contemplated herein, the Owner will conduct investigation as is necessary to determine the performance record and ability of the apparent lowest responsible, responsive, qualified bidder to perform the size and type of work specified under this Contract. Upon request, the bidder shall submit such information as deemed necessary by the Owner to evaluate the bidder’s qualifications.
The successful bidder must comply with all federal, state, and local requirements contained in the Contract Documents.
The City of Ocean Springs reserves the right to reject any and all bids and to waive any informality. Bids may be held by the City of Ocean Springs for the purpose of review for a period not to exceed ninety (90) days from the date of the bid opening.
